Possible targets and motives for the strike
Sources indicated that one potential target of the strike could have been a Ukrainian seaport on the Black Sea. Other sources noted that the planned attack was intended primarily as a symbolic strike using ballistic missiles, aimed at sending a political message without provoking a large-scale response.
