Tusk: Russia planning hybrid drone and missile strikes on Poland

Polish Prime Minister Donald Tusk addressed the Sejm (Polish parliament) on Thursday, September 17, regarding Russian attacks near the Polish border. He said he wanted to present to the public and parliamentarians “the most likely scenario for the next few months,” which involves serious events and requires focus, a serious approach, and, above all, psychological readiness for difficult trials. According to Tusk, such trials “are certainly awaiting all Poles.”

The Prime Minister noted that this period extends until the beginning of spring, as he believes late autumn and winter will be “the most critical moment in the current Russian‑Ukrainian war.” Tusk also highlighted a negative development: Russia is using a new type of jet‑powered drone on a massive scale. These drones travel at significantly higher speeds and at high altitudes before descending to strike their targets. According to the Prime Minister, few are prepared to effectively counter these devices, and this is a task that must be addressed.

Threat to energy and transport infrastructure

Tusk stated that expectations for an energy truce between Russia and Ukraine, which U.S. President Donald Trump spoke about on Monday, have not materialized. “Since then, there have been many attacks, including on energy infrastructure in Ukraine,” the Polish Prime Minister said. He added that one must assume these attacks will continue, which will have consequences for Poland, as they increasingly affect facilities located very close to Polish border crossings with Ukraine.

According to Tusk, Russia‘s goal is the large‑scale destruction of Ukraine‘s economy and logistics. “For now, Ukraine’s economy,” the Prime Minister clarified.

Tusk stated that constant, high‑frequency, high‑intensity strikes are expected against six major Ukrainian cities, targeting warehouses containing various goods—primarily those necessary for the country’s defence—as well as railway infrastructure. He noted that in the last several weeks the Russians have destroyed over 300 locomotives of the Ukrainian railway.

The Prime Minister also said that “according to intelligence estimates,” Russia plans to carry out hybrid drone and missile strikes against countries that support Ukraine, including Poland.
