New U.S. sanctions targeting Russian oil and gas exports will complicate negotiations to end Russia’s war against Ukraine, said Dmitry Peskov, press secretary for the President of the Russian Federation. According to him, the introduction of additional sanctions “will certainly complicate efforts to find a peaceful settlement.”
Status of the sanctions bill
The Kremlin is monitoring the progress of the legislation in the U.S. and regards its consideration as an “unfriendly act.” The U.S. House of Representatives approved the bill on so-called “secondary sanctions” on September 17. The document previously received approval from the Senate in August. It now requires the signature of U.S. President Joe Biden to become law.
The bill provides for the imposition of secondary sanctions of up to 100% on the largest buyers of Russian oil and gas. Furthermore, the sanctions target Russian officials, businesspeople, banks, energy projects, and vessels belonging to the so‑called “shadow fleet.”
