Russian oil companies failed to fulfill about 60% of gasoline supply contracts concluded on the St. Petersburg Exchange from May to September, sources told the Kommersant newspaper.
About 20% of the deals were defaulted on — ending in default or cancellation. Another 39% of contracts saw shipments delayed, in some cases by more than a month, the publication’s interlocutors said.
The largest share of unfulfilled contracts falls on Lukoil (46%) and Rosneft (28%). Their refineries were most frequently targeted by Ukrainian strikes, one of the sources told journalists.
Supply priorities and the fuel crisis
According to the source, under these conditions, companies prioritized state tasks, including fueling enterprises, while gasoline deliveries to filling stations were «at the bottom of the priority list».
By August 21, fuel shortages were observed in at least 24 Russian regions, according to Novaya Europa. A new wave of the crisis began after another round of Ukrainian strikes on Russian oil refineries.
In September, the deficit could worsen due to repairs at several major Russian refineries, as Kommersant reported.
