The European Commission has officially approved the allocation of €6.1 billion for defense procurement for Ukraine. According to Interfax-Ukraine, citing European Commissioner for Defense and Space Andrius Kubilius, these funds will be directed toward purchasing air and missile defense systems, missiles, ammunition, and radars.
According to Andrius Kubilius, this decision allows Ukraine to officially purchase American PAC-3 missiles and support domestic manufacturers. The document includes five exemptions from standard EU procurement terms: three relate to Ukrainian drones and components exceeding established cost limits, while two concern American equipment purchased through NATO’s joint coordination mechanism.
Defense funding distribution
With this move, the European Union has fully allocated the €28.3 billion earmarked for Ukraine’s military and defense needs in 2026. These funds are part of the defense component of the Ukraine Support Loan, which totals €60 billion for 2026–2027. The European Commission is currently reviewing requests for an additional €4.7 billion on top of the €8.3 billion already disbursed.
“Before transferring the funds, the Commission verifies contracts to ensure they comply with the terms of the loan to support Ukraine and the procurement rules agreed upon with member states,” noted the European Commissioner.
Financial needs and partner positions
President Volodymyr Zelenskyy previously informed European partners of a need for an additional $27 billion by the end of this year. European officials, who had previously approved a loan for Ukraine exceeding $100 billion, did not anticipate such a significant deficit. EU representatives are currently questioning the effectiveness of fund utilization and the justification for Ukraine’s needs.
