European nations are preparing a plan to purchase American Patriot interceptors to help Ukraine withstand an expected surge in Russian attacks this winter. According to sources familiar with the situation, countries are finalizing a plan to use contributions to the Priority Ukraine Requirements List (PURL) to purchase a new package of interceptors for delivery to Kyiv.
The new interceptors are intended to bolster Ukraine’s air defenses during what is expected to be a difficult period for the country. Moscow typically intensifies strikes on Ukraine’s critical infrastructure during the winter months. The sources spoke on condition of anonymity and did not specify the number of missiles to be transferred, citing security concerns. They noted that the interceptors are expected to arrive in time for the winter season.
Preparing for winter attacks
Kyiv has stated it has an urgent need for additional air defense assets, particularly interceptors, amid an increase in Russian ballistic missile strikes in recent months. The package currently under discussion is a direct response to a request from President of Ukraine Volodymyr Zelenskyy, who stated that Ukraine needs to receive 300 Patriot interceptors before winter.
The plan is expected to be discussed at a meeting of the Ukraine Defense Contact Group scheduled for Tuesday. Representatives from the United States are expected to attend the meeting. According to one source, Greece, Germany, and the Czech Republic may also contribute to the initiative’s funding.
The United Kingdom government recently announced a new contribution to the PURL program of £100 million ($135 million). A portion of this sum will be directed toward purchasing Patriot interceptors, though the exact amount allocated for these needs was not disclosed. The British government stated that the decision was made following a visit to Kyiv by Prime Minister Andy Burnham and Secretary of State for Defence Wes Streeting.
Volodymyr Zelenskyy welcomed the British decision, stating that the contribution to the so-called “winter package” would be used, in particular, to purchase additional Patriot interceptors, which he called “an absolute priority” amid relentless Russian attacks on critical infrastructure and human life.
EU allows Ukraine to purchase Patriots
Ukraine also sought permission from the European Union to use funds from a €90 million ($105 million) loan to purchase American interceptors. This required an exemption from the fund’s conditions. According to sources familiar with the decision, EU countries approved the request on Monday.
This decision highlights the difficulties Europe faces in its attempts to develop its own defense industry. Many EU countries had hoped that the loan funds would stimulate purchases of European SAMP/T air defense systems instead of American Patriots. However, the realities of war have interfered with those plans.
President of the European Commission Ursula von der Leyen confirmed the granting of the exemption on Tuesday: “I welcome the agreement by member states on a derogation that allows Ukraine to purchase critical components for Patriot air defense systems.”
