President of Ukraine Volodymyr Zelenskyy stated that Ukraine is prepared to refrain from striking Russia‘s critical infrastructure if international partners can ensure that Russia is genuinely committed not to attack Ukrainian energy facilities, other critical infrastructure, and food‑transit routes. Ukraine has proposed that partner nations facilitate the conclusion of such an agreement with Russia.
“If partners are ready to ensure that Russia is genuinely committed not to strike our power grid, other energy facilities, critical infrastructure, and food transit, then we are, of course, ready to refrain from our own strikes,” Volodymyr Zelenskyy noted on Monday. He emphasized that any agreement must be reliable, long‑term, and have a tangible impact on people’s lives, rather than collapsing after Russian “elections” or serving as a temporary easing of tensions over gasoline and diesel supplies for that period.
De‑escalation as a step toward peace
At the same time, Volodymyr Zelenskyy expressed doubt that Russia is prepared to honor any deal. He said Russian strikes are daily targets on Ukrainian energy facilities, port infrastructure, logistics, and food and pharmaceutical warehouses.
The head of state noted that the war must be ended, and de‑escalation concerning critical infrastructure could be the first step toward peace. Ukraine expects concrete proposals from its partners.
Earlier on Monday, former President Donald Trump announced a mutual agreement between Ukraine and Russia to refrain from striking energy‑sector facilities. “Ukraine has agreed not to strike Russian energy targets. Russia has agreed to do the same!” he wrote on the social network Truth Social. He also said that the rise in global diesel prices is primarily driven by the war between Russia and Ukraine, not by Iran.
